Lake Greenwood,
Greenwood State

Festival Of Flowers
Every year in June,
Greenwood plays host to
the South Carolina "Festival
of Flowers". Park Seed
Corporation, located in
Greenwood and one of the
largest gardening
companies in the world,
plays a large part in the
Emerald City's ability to
host this event. The
Festival encompasses far
more than just a standard
flower festival, and has also
included Jazz concerts,
Cessna flights for children,
world food, a showcase for
classic cars, and even a
dog show. This event draws
many gardening
enthusiasts from around
the nation.

Old 96 District, now a popular tourist destination in South Carolina, was
originally inhabited by the Cherokee. This region was the birth place of the
Confederacy. The region continued support a great amount of textile mills and
various other businesses. The region is now a destination for
tourists
containing: churches, battle sites (both Revolutionary War and Civil War), and
other tidbits of history. It spans across five counties,
Abbeville, Edgefield,
Greenwood
, Laurens and McCormick.


There are 8,496 households out of which 28.6% have children under the age
of 18 living with them, 34.5% are married couples living together, 21.0% have
a female householder with no husband present, and 39.1% are non-families.
32.4% of all households are made up of individuals and 12.9% have someone
living alone who is 65 years of age or older. The average household size is
2.41 and the average family size is 3.05

Greenwood holds one of the region's largest freight rail yards.

Greenwood's nickname is "The Emerald City."

Greenwood was said to have the widest main street in the world at one
time, before Red Square in Moscow was judged to be wider.


Greenwood is also the home of
Lander University.
Public Services

Greenwood contains Self Regional Health Care, one of the
largest in the area. Self is known for their high quality Vascular surgery
system, Cancer Center, Heart Center, and Neurosurgery among many
other things. They offer a Level III Emergency Care Center, that is open
24 hours per day.

An excellent Family Medicine residency program is housed by
Self
Regional Hospital
. The Family Physicians admit patients to the hospital,
work in the Emergency Department, and are very active in many areas of
local health care delivery.

Another notable medical establishment in Greenwood is the Genetic
Center [1], a nonprofit institute, organized to provide clinical genetic

PROPERTY TAX

Real and personal property used in business are subject to property
taxes levied by local governments. Although property tax is collected locally, the
Department generally oversees property tax collections to ensure equitable and
uniform assessment throughout the State. There is no state or local tax on
intangibles or inventories.
The calculation of property taxes involves the following three elements:
1.
Valuation: Real property (other than agricultural use property and property
subject to a negotiated fee in lieu of taxes) is appraised to determine fair market
value. Personal property of manufacturers is valued at cost from which a fixed
depreciation percentage is deducted each year until a residual value is reached.
Personal property of merchants is valued at cost from which income tax
depreciation is deducted each year until a residual value is reached.
2. Assessment Ratio: The assessment ratio, established in the State Constitution to
ensure stability, is 10.5% for manufacturing property and 6% for commercial
real property. Commercial personal property is assessed at 10.5%. The valuation
is multiplied by this ratio to produce the “assessed value” of a particular piece of
businesses which invest $2,500,000 or more can enter into a fee in lieu of
property taxes which can reduce a 10.5% assessment ratio to 6% for 20 years
and eliminate inflationary increases in the value of real property for that period.
Very large investments can qualify for a 4% assessment ratio for 30 years with
no increase in the value of real property for that period.
3.
Millage: Each taxing jurisdiction determines on an annual basis the number of
mills required to apply to the total assessed value of property subject to taxation
within its jurisdiction in order to raise the money it needs to operate for the next
year. (Each jurisdiction also takes other sources of revenue into account in
making this determination.) The 2005 average millage rate in South Carolina is
289 mills.
For example, if a manufacturer owned a piece of property with a value of $100 and
an assessment ratio of 10.5% (the ratio for manufacturing property in the absence
of a fee in lieu of property taxes agreement), the assessed value of that property
equals $10.50 ($100 x 10.5%). If the taxing jurisdiction decided in a particular year
to levy a tax of 289 mills, then the property tax liability of the owner would be
$3.03 ($10.50 x .289).
